Abstract

Directive 2012/18/EU, as well as its Italian transposition Legislative Decree no. 105/2015, requires to operators of major accident establishments to prepare a detailed assessment of environmental consequences of accident scenarios could provide significant deterioration of any natural resource, with special attention to soil, surface water and groundwater. Industrial Emissions Directive, introduced in Italy by Law no. 46/2014, provides for IPPC installations that use, produce or release one or more relevant hazardous substances, the obligation to present the Baseline Report. Italian Ministry of Environment with D.M. 272/2014 identified the procedure to verify if submission of baseline report is required, with a risk assessment on the possibility of contamination of soil and surface and ground water (MATTM, 2014). So starting from analysis of regulations, Ispra guideline “Criteria and technical guidelines for the assessment of the major-accident analysis with consequences for the environment” (SNPA, 2013) and D.M. 272/2014 “Decree on the modalities for the preparation of baseline report”, a comparison between method for major hazard risk assessment and contamination hazard assessment has been made and a proposal for a quantitative assessment of the possibility of contamination for the verification of the obligation of presentation of the baseline report has been developed.
